Payment deferral request form for individuals

We support the clients who are experiencing financial difficulties due to the current crisis (the energy crisis and the war in Ukraine) and we take into account government decisions issued in this regard.

If you are not eligible for the government deferral measures, we await you in any OTP Bank România S.A. where we  can offer you other restructuring solutions. 

IMPORTANT: The operations for installments payment deferral, performed according to OUG90/ 2022, will be classified and reported accordingly to the Credit Risk Center and to the Credit Bureau.

OUG 90/2022 for installments payments deferral solution for individuals

It is enough to send us a deferral request, choosing one of the 3 options below:

  1. By filling-in the form here https://www.otpbank.ro/en/payment-deferral-form. However, if there are several participants in the loan contract (co-debtors, guarantors), you have to submit the application signed by all the particies involved by e-mail, by post or in the territorial units;
  2. At the email address: office@otpbank.ro. The application must be signed by all the credit contract parties (debtor, co-debtors, guarantors);
  3. Letter (on paper) by completing and submitting the request form in any territorial unit or in the bank's headquarters (addresses on the website) or send it by post, signed by all the credit contract parties (debtor, co-debtor, mortgage guarantor).

Regardless of the option chosen, it is necessary to specify the following information: name of the debtor, telephone number, email address, personal identification number of the main debtor, type of credit, monthly due date (inclusive) up to the deferral is requested (not exceeding 9 months deferral of installments) and the statement that your expenses have increased by at least 25% in the last 3 months prior to the deferral request compared to the similar period of 2021, due to the current crisis (energy crisis and the war in Ukraine), that you are not in default and no enforcement process have been initiated against you by other creditor.The request will be submitted according to the law, until 27.08.2022.

According to OUG 90/2022, you can choose between 1 month to 9 months of installments deferral. Check the cumulative eligibility conditions and how you can submit your request.

You can benefit for the installments deferral under the Ordinance 90/2022 stipulations, if you cumulatively meet the following conditions:

  • Your average monthly expenses have increased at least by 25% as a result of the prices increase in the context of the current crisis, in the last 3 months prior to the request, compared to the similar period of 2021;
  • The credits for which you request the installments deferral are not revolving type (ex credit card, overdraft);
  • The credits were granted until April 30, 2022, inclusive;
  • You are not in default in the sense that you are not able to pay your due obligations and no enforcement procedure has been initiated by other creditor;
  • You do not register overdue installments at the deferral requesting date and in the last 6 months before, according to art. 2 para. (6) of the OUG no. 90/2022;
  • You do not benefit for a restructuring solution, implement in agreement with OTP Bank Romania S.A., in the last 3 months prior to OUG no. 90/2022;
  • You submit your deferral request by August 27, 2022, inclusive.
  • No other installments deferral request has been approved based on OUG 90/2022, for the same loans.

OTP Bank will analyze the request and will approve/reject your deferral request within maximum 30 days from the date of complete documentation received. If the request has been approved, no later than 30 days from the date of approval, we will send you a notification with the amended articles, including the new estimated repayment schedule.

According to OUG 90/2022, you will be able to submit the deferral request if you do not benefit from a debt restructuring solution / plan implemented in agreement with OTP Bank Romania S.A., in the last 3 months prior to the entry into force of of this Government Emergency Ordinance no. 90/2022.

According to the ordinance stipulations, if your request is approved, the measure of installments payment deferral will apply starting with the approval date, the first installment defereed being the installment due after approval date. Therefore you should pay the installments due until you receive the bank’s analysis status. The commissions deferred shall be paid according to the new repayment schedule, after the deffered period. In case of a negative answer from the bank the due installments should be paid in order to avoid any penalties.

According to the ordinance’s stipulation, if your deferral request is approved, the measures will be applied from the approval date for the due principal, interest and commissions. However, please note that other payment obligations, such as insurance policy premiums, must continue to be paid in accordance with the contractual stipulations.

If your request has been approved, within a maximum of 30 calendar days from the date of complete documentation received, we will send you a notification with the amended articles, together with the new estimated repayment schedule, without the need for any other further diligence from your side. Also, at the end of the deferred period, you can contact the bank to get an updated repayment schedule.

According to OUG 90/2022 stipulation, the interest will be capitalized, the interest accumulated during the deferred period will be added to the loan balance at the end of the deferred period, this determining the increase of the loan balance and the monthly payment obligations will be recalculated.

For First house / New house loans, the accrued interest represents a distinct and independent debt in relation to the other obligations from the credit contract, and the payment of this debt will be split in 60 equal monthly installments, with an interest rate of 0%, starting with the next month following the end of the deferred period.
