Following the publication of GEO no. 37/2020 regarding the deferment of loan and crediting products rates, please follow our recommendations applying for individuals or legal entities.

The solution available through GEO 37/2020 for loan rate deferral

Just send us a request as follows:

1. preferably by filling in the form here https://www.otpbank.ro/en/formular-cerere-amanare-rate;
2. at the email address: office@otpbank.ro;
3. letter (on paper) by filling in and submitting the form in any bank unit or at Headquarters (the addresses is available on the website);
4. Telephone (Telverde: 0800 88 22 88 - free of charge from any fixed or mobile network in Romania or +4021 308 57 10 – also available from abroad).

Regardless of the communication channel, it is necessary to specify the following information: the name of the credit holder, the telephone number, the email address, the personal identification number (CNP) of the main debtor, the type of the credit product, the date of the monthly maturity (inclusive) up to which the deferral is requested (without exceeding December 31, 2020) and the statement on their own responsibility that their and / or family's incomes have been directly or indirectly affected by the serious situation generated by the COVID-19 pandemic, indicating the reason for the deferral request.

Regardless of the communication channel, it is necessary to specify the following information: the name of the legal entity / assimilated category, the CUI / CIF, the name of the legal representative together with the e-mail address and its telephone number, the type of request (main credit deferal, interest deferral, etc.), the number of the credit contract, time period for the request and date of the monthly maturity up to which the deferral is requested, the channel on which it wishes to be contacted in order to receive the decision and the notification regarding the request for for rates.

According to GEO 37/2020, you can choose for the deferment of rates for a period from 1 month to 9 months, but not later than 31.12.2020. Check below for cumulative eligibility conditions and how to submit your application.

Customers that wish to defer their loan rates under the conditions of Ordinance 37/2020 must cumulatively fulfil the following conditions:

- incomes have been directly or indirectly affected by the serious situation generated by the COVID-19 pandemic (for example: entering into technical unemployment as a result of the closure / restriction of the activity of the employer, dismissal, reduction of salary, institutionalized quarantine or isolation at home, contacted COVID-19);
- the loan was granted until March 30, 2020, including.
- the date of the final maturity of the credit instalments, stipulated in the credit contract, is after the date March 30, 2020, including.
- they were not declared with a final due date by March 30, 2020, including.
- it does not register outstanding instalments on March 16, 2020, including, or the payment of the outstanding obligations until the date of deferral request has been made, under the conditions provided in art.2, paragraph (1) of the Government Emergency Ordinance no. 37/2020.
- the request for the deferral to be made until June 15, 2020.

Customers legal entity hat wish to defer their loan rates under the conditions of Ordinance 37/2020, must cumulatively fulfil the following conditions:

- the loan was granted until the date of entry into force of the provisions of Government Emergency Ordinance no. 37/2020, respectively March 30, 2020 including.
- the date of the final maturity of the credit instalments, stipulated in the credit contract, is after the date of entry into force of the provisions of the Government Emergency Ordinance no. 37/2020, respectively March 30, 2020, including.
- they were not declared with a final due date by March 30, 2020, including.
- it does not register outstanding instalments on March 16, 2020, including, or the payment of the outstanding obligations until the date of deferral request has been made, under the conditions provided in art.2, paragraph (1) of the Government Emergency Ordinance no. 37/2020.
- the request for the deferral to be made until June 15, 2020.
- is not insolvent at the date of requesting the credit rated deferral, according to the information available on the website of the National Office of the Trade Register.
- only for legal entities: they have the emergency situation certificate TYPE 1 (BLUE) issued by the Ministry of Economy, Energy and Business Environment, or they have the emergency situation certificate TYPE 2 (YELLOW) issued by the Ministry of Economy, upon their declaration on their own responsibility.
- as for the PFA / II / IF customers, with liberal professions, professions that are practiced under special laws, individual agricultural producers: they will provide a declaration on their own responsibility , stating that their activity was interrupted totally or partially as a result of the decisions issued by the competent public authorities according to the law, on the period of emergency state decreed, with the following consequences: the restriction of the distribution and sales market, the reduction of the number of employees, the decrease in number of its suppliers, others.

OTP Bank will analyse the request and will provide answer about the approval / rejection of the request for rates deferral within maximum 15 days from the date of sending the request. If the request has been approved, within 30 days from the request date, we will send you a notification with the modified clauses, including the new repayment schedule.

If you are an individual, you will benefit from the OTP Bank solution of deferral without arrears or the application of penalties of delay until 29.05.2020, whether you have already submitted a request to the bank. Thus, since you will benefit from the solution of suspending the rates according to the Ordinance 37/2020, the OTP Bank solution will no longer automatically be applied for you, the conditions offered by the Ordinance being more advantageous. Thus, we recommend that you apply for the solution of rates deferral according to the ordinance, if you fulfil all the necessary conditions mentioned above.

According to the provisions of the ordinance, if your request is approved, the measure of deferral of rates will be applied from the date of the request. Thus, due, and unpaid rates from the date of application will be suspended for the requested period.

According to the provisions of the ordinance, if your request is approved, the deferral measure will be applied from the date of the request for payment obligations attached to the main credit, interest and commissions. Please note, however, that other payment obligations, such as insurance policy premiums, must be paid in accordance with the contractual provisions.

If your request has been approved, within 30 days from the date of the request, we will send you a notification of the amended clauses, together with the new repayment schedule, without any additional due diligence from you. Also, at the end of the suspension period you can address the bank to get possession of an updated schedule.

If you wish to continue to pay your interest rates and have the necessary amount in the account, the operation will be carried out as before, without any necessary formalities on your part, according to the contractual conditions, and no further action is required.

OTP Bank rate deferral solution

Customers with personal loans, with or without mortgage or loan mortgages, including First House, granted before 20.03.2020, have the possibility to pay instalments at maturity or any time thereafter until May 29, 2020, without arrears and without delay penalties. Payment of all the rates accrued and not fully paid during the period 24.03-29.05.2020 will be made starting with the first maturity after the date of 29.05.2020. Thus, if you are unable to pay the rates at that time, we recommend that you apply until June 15 2020 at the latest for a deferred payment in accordance with Ordinance 37/2020 and ensure that you meet the necessary eligibility conditions mentioned above.

AS for companies / assimilated categories, the solutions are customized, according to the needs of each client.

Other questions

We recommend that, during this period, you should use the digital means with confidence to carry out transactions (check the account balance, make transactions and transfers, pay rates or invoices, etc.). If you still need to come to one of our branches, consider the following:

●    Keep the distance from the next customer;
●    Do not crowd the premises and enter only if there is a free consultant;
●    Use the disinfectant dispensers installed in the unit.

In OTPdirekt, the Internet banking service of OTP Bank Romania, you can perform the following operations:

-    Transfers in lei and foreign currency with lower commissions compared to transfers made at the counter;
-    Currency exchange ordering;
-    Money Magnet - the functionality that allows you to transfer money, instantly and without commissions, from any other bank in Romania to the OTP Bank account, using a debit card. The Money Magnet can only be used by individuals;

You can pay the credit card rate without going to the bank by the following methods:
-    Through the "Money Magnet" from OTPdirekt or SmartBank, which allows you to transfer money, instantly and without commissions, from any other bank in Romania to the OTP Bank account, using a debit card;
-    By interbank transfer from any other bank through an online service.
 

It is sufficient to fill the current account opened at the bank, in the same currency in which the credit was granted. This account can be fed, without coming to the bank, by the following methods:
-    Through the "Money Magnet" from OTPdirekt or Smart Bank, which allows you to transfer money, instantly and without commissions, from any other bank in Romania to the OTP Bank account, using a debit card (for individual customers).
-    By interbank transfer from any other bank through an online service.
-    In case you have available in another account or in another currency, the bank is authorized to carry out either transfer or exchange, automatically, starting with the due date; in the case of foreign exchange, the exchange rate practiced by the Bank will be used at the time of execution.
